Technical Working Groups – Second Meeting – February 22 and 23, 2022

The Technical Working Group for Latin American and Spanish-speaking Caribbean countries and the Technical Working Group for the Caribbean countries held their second meeting on February 22 and 23, 2022.

Objectives of the meetings

  • To reach a consensus on the definition of « students on the move » to be adopted by the Regional Monitoring Framework for Students on the Move.
  • To identify priority thematic areas for the indicators of the Regional Monitoring Framework.

Comments on the document concerning the concept of « students on the move » :

Curaçao

  • Suggested that the document should mention that people move to seek a better life and to pursue career or educational opportunities.
  • Suggests using the term « undocumented » when referring to people with irregular migratory status.

Argentina

  • Asked if the document could be edited collaboratively among the members of the Technical Working Group.
  • Considered it important to expand the statistics included in the text to present a more comprehensive view of the situation of people on the move in the region.

Costa Rica

  • Requested to include a definition of the term « Nation-State » in the document.

The Dominican Republic

  • Requested that emphasis should be placed on pendular students.

Priority thematic areas identified collaboratively through a prioritization matrix :

In general terms, the groups coincided on the need to improve data availability in their countries. The information needs expressed are mainly related to:

  • Access
  • Transit (academic)
  • Graduation
  • Out-of-school children
  • Quality

Results of the two meetings

  • The document « Towards a definition of Students on the Move », once enriched with the suggestions and comments expressed by the Technical Table, will be adopted by the Regional Monitoring Framework for Students on the Move as a reference for the concept of « students on the move ».
  • Participants agreed on the thematic areas that should be prioritized to construct indicators to be considered in the Regional Monitoring Framework.
  • It was agreed that a survey concerning the availability of data on students on the move would be sent to Technical Table members.
  • A working group will be established among a reduced set of member countries to prepare a proposal of indicators for the Regional Monitoring Framework for Students on the Move.
